How important is forming attachments,for children,with their care givers/teachers when in fulltime child care?

If the theory is right - that each child needs to have formed one person/parent/caregiver by a certain age. Then how important do attachments need to be for children with their teachers in a full time early childhood setting - a child may be there for most of their awake time during their important attachement years.
